Donald was born on April 10, 1952 to Donald Francis Miner, Sr. and Mary Frances (Waite) Miner in Glens Falls, NY.

After Donald graduated from Salem Central High School in 1971, he went on to study at Adirondack Community College.

Later in life, Donald met Gretchen Van Dien. They married on August 12, 2000, in a backyard ceremony at their home in Glens Falls.

In Donald's free time, he enjoyed a variety of activities and hobbies. In his younger years, he snowmobiled, played guitar in a local band, and participated in a bowling league. He enjoyed collecting Lionel trains, making model airplanes, watching the NY Giants and NY Yankees, golfing, NASCAR, and the loyal companionship of his dogs.

Donald was predeceased by his wife, Gretchen E. Miner; mother, Mary F. Miner and her parents, Irwin and Ella Waite; and paternal grandparents, Napoleon Miner and Alice Archambault.
